I never thoght of that. Maybe when they traveled to Earth they had left their technology behind. Another possibility is that the atmospheric conditions were so much different than that of their home that it changed them and their characteristics physically and mentally. If so, theoritically, there intelligence level decreased and they couldn't use their own technology. Also, remember how Guilty Spark mentioned something about "our" lost time. Maybe they stored all their information into it and they forgot to bring it with them. There are so many possibilites that you can't list them all. But if they did travel to Earth and forgot GS behind, than it might explain how they could have regressed.
