(not proven to work every time)
#1 rule: don't move the second player at all, just leave him alone after you have climbed down from the bridge.
1)co-op climb down from the bridge at the beginning of the level.
2) steal the farthest banshee, the one that is on the ground, and fly it back to the ground below the bridge
3) take the elevator up, then back down after you have spawned enemies
4) get back in the banshee, the enemies on the ground should be there now. (don't fly too high, all the enemies should spawn.)
5) fly back to where you stole the banshee, the frozen elite might/should be there.
