That's literally the only reasonable explanation I could come up with anyway. If that's true, ugh. The scene itself is already out of place (because random shift in perspective out of the blue and random change to fuzzy tv greyscale), but that entire concept of shooting death from above through the lens of an IR camera isn't Halo in the slightest.
