Looks just like the brief shot of the old lady we see in several Halo 4 videos. I'm not sure if it's been confirmed anywhere that Halsey is in 4, but we know for a fact that she is on the Infinity in TTW, and that Chief mentions her in gameplay would seem to fit right into her appearing in the story. Perhaps she has a solution to Cortana's imminent rampancy. :)
