Enemies in this game typically inflict half as much base damage as the player ("base damage" meaning what they inflict on Normal). This is not always the case, though. For example, the Flood's base damage with most weapons is slightly less than the Covenant's to balance the fact that they typically attack in large swarms than the Covies and always make it a point to Zerg rush the player. This is how it was done in Halo 1, and fits with how I'd approach difficulty balance in Campaign, i.e., by utilizing elements such as encounter design, good enemy AI, enemy rank distribution, availability of supplies and allies, etc., instead of simply giving the enemies a massive amount of firepower (see part 3 of the article).

As for changes I made since the first version, I simplified the Brute rank structure a bit. There are now only four standard ranks and two specialist ranks. I also added the Field Marshall rank introduced in Reach for the Elites. Grunt Ultras were modified to fit more with their Reach counterparts. There are also new enemies and even new ranks added to the roster that were introduced in ODST and Reach, which were released after the original version of the article was published. Engineers have been added. Since at least part of the Campaign takes place before the Fall of Reach, Jackal Skirmishers have been added to the roster as well, though there is only one type (the red-armored ones with the dual shield bracers) as opposed to the varied ranks present in Halo: Reach. Drone Leaders have been added as well, and I mention that I'd while I'd consider giving them shields like in ODST, due to how unpopular shielded Drones are, I'd most likely lean against doing so.
