Ok, I'm part way through part 3 now and am having to go away from the computer for a while so I'll post what I've got so far:

Part 2 Stuff:

Player movement, specifically the elites running faster. Do you envision co-op using all-Spartans or all-Elite team? If there are mixed teams, some consideration should be made to prevent the elite players from running ahead. It can be somewhat annoying having teammates always running ahead of you in co-op games. Perhaps slight adjustments to the speed and duration of sprint and evade could provide a balance. If you're not envisioning mixed co-op teams, disregard this.

Part 3 Stuff:

First level: Traditionally, the first stage of a Halo game has limited the engagements to one faction, a small weapon set, etc. in order to introduce new players to gameplay concepts gradually. Fighting 3 different enemy factions in one stage could be confusing for new players. I'd suggest limiting the first stage to insurrectionists only, and leave the sentinels/enforcers and the Covies to a second stage at least. It might be possible to split up your current idea into two sections (thus making it levels one and two) without affecting the flow too much. Previous games have had levels that are in adjacent areas and in concept could have been linked as one level, but in practice were split up. Otherwise, I like your intro idea - field testing armor, sneaking around picking off rebels. It's ambitious, since we haven't fought other humans before.

More complex/challenging objectives: I approve. That is all. :)
