Technically, if you do want to get technical, "centrifugal" means "escape from center" or something to that effect in it's root language. So technically, an artificial gravity that pulls you away from the center of the sphere is centrifugal. In fact, it is a helluva more centrifugal than the force a spinning ring exerts over something on it's inside. (Hint: the later is diametrically opposite to "centrifugal")
