What I'm taking from this is that even if the acquired upgrades/unlocks do change balance like nillapuddin desribed, it will be possible to disable them through gametype options. Which makes sense, given that it was possible to disable armor abilities in Reach. And if that's the case, I wouldn't be surprised at all if there were a separate playlist (playlists, even?) with that setting in effect.
