Halo Wars Elites had a pretty waspish figure.

Could be a hanging tunic or codpiece from ceremonial armor.

Personally, I'm not just dismissing it as an Elite. Might as well be looking at a cloud. And frankly, I sure hope it isn't and Elite. I spent four games shooting those guys. Time for new targets.
