Yep, and if you want to see it happen, I offer you BCM3 and BCM4.

In The Maw, Flood seem to spawn in Engineering forever, but I don't think there's any infinite spawning earlier on (going by what I wrote for the level-specific details and reminders for my kill 'em all speed runs). Also, once you leave the facility in 343 Guilty Spark they can spawn for several minutes at least, but I'm not sure if it's indefinite. I really ought to check longer sometime.
In Keyes, I think carrier Flood may spawn indefinitely from the pool after the sniper rifle, but only if you hold back. They stop when you reach the fight area. There's no other infinite spawning on Keyes, nor The Library as people sometimes think (I enjoy letting all the Flood spawn so I can kill every last one of 'em!).
