The numbers in the water are definitely 'depth soundings'. Not symbols or numerical positions of interest.

I also see symbology depicting the low water line and rocky ledges along the shore.

This nautical chart may well be a partial replication of a very old and very real chart.

I am of the opinion that not even Bungie would bother to make up their own ancient looking nautical chart containing realistic looking antiquated nautical chart features. Hence, I believe they copied and old chart and modified it for their own purposes.
