I'm not the greatest when it comes to text bubbles and what-not. And I'm ashamed to say what I use to do these. But, I figure I'll swallow my pride in case other folks want a simple way to do them as well. Because, well, it's cheating in a way. Haha.

I use a program called "Comic Life." ( http://plasq.com/products/comiclife/win ) It's a drop and drag program that also creates full pages that you can drop an image into a panel. I only use it for text now though, as I'm having fun manually arranging all my images on a page.

I then export and add them into my pages. I think the software was originally designed to be a low-end comic book creator program, mainly marketed to folks who want to scrapbook or add text balloons to their family photos. But there's a ton of templates for page creation ranging from comic strips to 80's comic styles to graphic novel layouts. Pretty neat.
