When you think about it, they would have been a really nice addition to Reach, like on Tip of the Spear. Maybe have them in place of the Frigates when you take out the AA guns.
That could have allowed the frigates to appear later in the mission to take out the Spire.

Ah well, you've given some life Vultures on Reach yourself. =)
