I wonder if it could just be put in there as a little joke right now. They knew they would have people running into errors as the site went back up today, so they put that little fun tidbit about Reach in there to be topical and distract you from the fact that you're at an error page...

Anyway, that seems a lot more likely to me than having an error message be customized to individuals or change by querying overall XBL usage data...
