(I haven't really looked much at the rest of this thread, so I don't know how much of this is a repeat/irrelevant) I think the Arbiter does change quite a bit, though. At the opening of the game, he's still a big Covie supporter, "Continue my campaign against the humans", etc. He ends up going farther and farther away from a Covenant warrior to having more identification with the Elites, and by the closing of the game, is more of his own person, rather than just a follower of the Covenant (him choosing to cooperate with the humans and all).
