This would have made a better game storywise that's for sure, I'd been doing the same in my head since I finished the campaign.

The meeting of Halsey with some S-III's actually poses no conflicts.

Halsey plays everything close to the chest, always has it seems. It doesn't come across in game until you read the Journal, which is a failing of the narrative, but she doesn't know about the S-IIIs, even after she meets them. All she knows is that they are Spartans that aren't hers. That encounter merely confirms suspicious data she has come across, data that gives her the motivation to later steal Kelly and go looking for the S-III program.

All of Nylunds writing is very consistant. I just re-read GoO and the Journal informs Halsey's behavior on every page. It actually makes it an even better read than it was before. It shows that she's had clues about the fate of the Spartan Program for years, but that she was deliberately kept from it and was too busy with the war effort to effectively uncover the deception, even though she suspected it.
