I disagree. I believe this was one of Bungie's weaker titles. It did feel like fan service, but not in a good way. I believe their design objectives for this title were excellent, but that their execution failed to achieve them.

Cody's criticism is largely incisive and well-phrased. If anything he's easier on the game than I would be. Bungie earns its following through excellence, and when Bungie stumbles (as they did on Reach's single player), those of us who perceive a stumble - which not all will - are not obliged to pretend otherwise.
