Noble six doesn't look like he's about to get away. He looks like he's trying to get away. Remember Truth and Reconciliation? Covenant ships are really big and convoluted and well protected. You don't just waltz in, toss a bomb, and scamper right back out. There's only a minute forty six on the timer when he picks it up. Then he has to jet pack up to the ship (you can't jet pack that high, can you? Or does he just need to get up to the grav lift?), find his way to the big, open, bomb-throwable area, and then work his way back out. I imagine that'd take more than 1:46.
