Something that I believe has been mentioned before in a similar scenario in Halo history...but if not here's a theory:

If you think about it, the bomb is being detonated inside a Covie cruiser with its shields currently up. You see the shields affected as the bomb explodes, but I'd imagine that explosion is rebounded within the cruiser for a few seconds before the shields dissipate, shortening the blast radius quite considerably.
