Did the reporter mis-understand the concept? Does 'used it : to create a few of the maps' mean H3 Forge style variants? Does it mean : something as powerful as the Far Cry editor? More so? : Watching and waiting here. I don't think Reach will have a MAP editor... Forge is in, i think a shot in some G4 video showed the mainmenu with a single blank option (Firefight censored obviously) and Forge was there. Most likely Forge will be upgraded heavily, and i wouldn't be surprised if the game ships with a blank sandbox level (the Forerunner style hall in the April Fools joke vidoc?).
