Elite Marriage (The Duel vs The Cole Protocol)

The Duel Episode seemed to portray the Elites as have a human style monogamous marriage. But in the Cole Protocol it seemed the Elites kept the women in something akin to breeding farms and didn't have marriage as we reckon it. Can this discrepancy be explained?
