I did the ONI building last, because from the map, it looked like it was behind a locked door. In fact, I spent a few confused minutes wondering why it hadn't unlocked when I finished the last beacon prior to the ONI building. Then I realized there were TWO doors on opposite sides of the building, and only one was locked. (Poor design, IMO)
