I have always pictured the Halo Bible as pretty malleable.

I imagine that before H1, it was full of ideas, an outline, some character/race/location names/descriptions and a sketch of mythology/history. It was then used as guideline and as something not to be contradicted in making the game. Then, after H1, more information was filled in based on what was created in the game. This iterative process probably repeated a number of times (before and after each game and each book), perhaps with an additional step where the Bible is consolidated and organized and new ideas/outlines/guidelines are added and any potential contradictions resolved. That's about it. I never thought of it as a fixed-in-stone kind of thing that spelled out the whole plot of the trilogy and the novels ahead of time.
