I've always acknowledged that possibility. Though, to me, it seemed unlikely that Bungie would write up such small, unused pieces of information into their Bible. I doubt Johnson's section in the Bible was very large during the developement of Halo 1. It could have been, but I doubt that it was. Only after the decision was made internally to develope his character into a a fully-functioning supporting cast member would most of his backstory been fleshed out in the Bible. The more likely explanation in the case of Coral, the Apocalypto, and Herzog (and his assassination) seems to be that ILB introduced those things, and Bungie absorbed and made mention of them elsewhere. Even Staten said "The Halo story has as many loose threads as influences. And we do our best to sew the former into canon as we find them..." in direct reference to ILB and the Cortana Letters. I believe this is an example of that.
