It's a good thing I read through this thread because I was about to present that thought process as well. But I thought of something different as well.

The forerunners must have been making smart AIs for thousands of years, thereby perfecting the process and eliminating rampancy. (I think Mendicant Bias never became rampant, but rather only became logically and stably convinced by Gravemind.) This would make Cortana the only rampancy-capable AI in existence at that time. And to make it worse, if she became rampant, she would be on the run in the biggest and most advanced computer network in the history of the universe.

Imagine a level on a forerunner planet fighting the forerunner sentinels and other war devices that have been driven insane by Cortana.

Regardless, I can see the forerunners making cortana either into a human or android after the incident (all life deserves a chance.) But what I can't see is a full-out romance developing in a halo game.

Honestly, this is a system of brain farts here, so I hope this was coherent.
