Well, what 343GS said has two parts. The first part was "last time, you asked me, would I do it" and the first part is "why would you hesitate to do what you have already done". If one interprets the first "you" as a personal reference to the Chief, it means that they have met in the past, and the Chief asked GS if he would activate the rings. However, if the Chief travels back in time after the activation of 04a he doesn't need to ask that-- he already knows the answer. One might interpret the second "you" to refer to humanity/forerunners as a species, then it doesn't matter that it's the Didact, and not the Chief, that activates the array the last time. : Why do I say this? Indeed. Of course, one need not consider that question advice. It might merely be intellectual curiosity. In other words, finding out whether the monitor is really only following his programming, or has a mind of its own and wishes to set off the array for some purpose. Certainly the time travel theory puts the Chief in a position to be there at that time and perhaps have a conversation with 343GS about this, but it's difficult to see what the point of it would be.
