As a matter of fact I actually just finished installing it on my win2000 here. It's not too difficult. Try doing this:
Install the HaloThemes_Sounds.exe
Do a search of your hard drive for themes.exe (it should be right at the top)
double click it
Click on the theme bar at the top of your new window, if halo is not there click "other"...
Go to your WinNT/Resources/Themes folder and just double click on one of the two halo themes.
Voila. Halo heaven!
