Ok my apologies though I am pretty sure these games are tile based, Halo is based first on a mesh of triangles that make up a terrain it is then combined with models created with a 3D modeling app. Now there may be some changes, and nuances I don't know about but this is what Halo was based on orignally. Now editing a mesh is alright on it's own, and you can be restricted to the pre-made models that Bungie included, but the other problem is that textures for the meshes are painted in a graphics program such as Photoshop. It is possible that they could have made some form of editor, but none of the maps made with it would ever come close to the ones included in the game.
