Well, for a start, Spark's being encased in a metal shell makes him far more versatile in not needing a shipborne computer system or large, non-self-sufficient systems or a high tech suit controlled by a cyborg. Also Spark was designed to last an indefinite period of time, whereas Cortana and other human 'Smart' AI's die after a lifetime of seven years. And while Cortana is fully loaded with a variety of intrusion and counter intrusion software, we have no idea what is in Spark. He did have no trouble hacking the PoA's systems and locking out the self destruct sequence and recovering all of the history files on humanity which were supposed to have been purged.
