I'm pretty sure that : Last Resort is the only level that includes them in forge. I haven't tested this yet either, but I wonder if you could find a way to set up a blimp in the few seconds before the open containers have locked into place. What if... an editor created an open container, but didn't let go of it, and then two other players used the equipment to turn the thing into a blimp. Once it was set up, the editor could let go of the container and then it might fly into the air, not having time to freeze into place.
