I don't have time to read your entire theory, but I believe this is somewhat busted out of the water through some official details from the Bestarium (SP?).

As far as I remember, there are 3 stages. The uncoordinated stage, with no GM. The coordinated stage, when a GM develops, and the multi-galatic stage, where the flood proceeds to infect multiple galaxies.
