1) I'm not really sure, honestly. During Iris we learned that the forerunner came into contact with earth right near the end, and the forerunner tried to preserve our awesomeness, and pass down the tourch to us. I'm not a Halo book expert, but I don't really see how the Covenant, or MB, were supposed to know about these unique denizens that were chillin' on Earth.

2) I was never sure, but others have mentioned MB. So I can roll with that.

3) Perhaps it was nothing more than a conversation between a bot and a living being? For example, say I have a suppository that floats, and can also hold a conversation with me. We start talking about the rings, their purpose, proper protocol in a severe Flood outbreak, and the heavy burden such a solution would carry for whoever is involved with the activation process, in the unfortunate event that a Flood outbreak ever occured. The human turns to the light bulb and asks "Suppose their comes a time when we have to activate these rings? When, and if, that day arrives, what would your decision be in such a situation?" And 343's answer is simple - activate the rings. And it appears it had never changed.

As for the why would you hesitate to do what you've already done. I'm guessing 343 is simply referring to the last activation. And doesn't understand why these new reclaimers are so hesitant to activate the rings under such circumstances, when the Flood could potentially destroy all.

It could also just be story evolved. Or story rushed and changed a bit.
