Why did the : Covenant not expect humans on Earth? It seemed strange then, but even : stranger now. Truth knew full well where the humans were, I'm sure, but he obviously didn't tell Regret. He might have even sent Regret there intending to get him killed. As to why Truth had to wait, it might have been that the use of a Keyship to activate the Ark Portal won't be possible unless the Ark is active - unless there's a Halo primed to fire. Unfortunately, this theory seems a bit insupportable, being that this would require Truth to have not only realized that the Arbiter was alive (which he didn't) but realize that he was near Tartarus and could abort the rings' firing at just such a moment. This would also require that he knew exactly how the rings work, which H2 Truth clearly did but H3 Truth clearly didn't. Myself, I find it far more satisfying to believe that the ghost of the Prophet of Mercy possessed Truth and turned him into Stereotypical Asshat Villain No. 3734. : The Covenant Construct: What was the covenant construct Cortana mentions in : High Charity? It was "fighting back" and "unusually : formidable". She specifically says it's a covenant construct. So… : what was it? Mendicant Bias. The reason for the "Covenant" label? She was probably just wrong. It happens to her. A lot. : Last time you asked me: What am I supposed to make of 343GS's speech on Two : betrayals, when he tells the MC (or Cortana as some people think): : "Last time, you asked me, if it was my choice, would I do it? Having : considerable time to ponder your query, my answer has not changed." I know it's been said ten thousand times, but: he's batshit.
