I think we're overanalyzing

Frankly, I'd say that that's just a bombshell tossed into the dialogue to reinforce the human-forerunner connection. At that point, 343GS had had minimal experience with humanity, and thought (in my opinion, incorrectly, but that's another debate) that we were forerunner who had returned to re-activate the rings due to the outbreak. I doubt it was meant to be read into this much.
