It seemed strange then, but even : stranger now. I suspect they wanted to go in more force (see First Strike), just to be safe in case humans were there. They didn't want a prophet going in with minimal protection and getting jumped, which is exactly what happened. They probably knew that the protal, or at least a forerunner artifact/structure of vast importance, was there, so they wanted to go to earth and locate it with minimal consequences, and enough force to protect themselves while they unearthed it. : The Covenant Construct: What was the covenant construct Cortana mentions in : High Charity? It was "fighting back" and "unusually : formidable". She specifically says it's a covenant construct. So… : what was it? Cortana isn't (quite) omniscient. She wouldn't necessarily know the difference between forerunner and covie AIs.
