I didn't get a blue filter in either my Legendary or my Limited editions. I was hoping there'd be one in one of the sets, because I can't get the "free with purchase" blue filter from the Bungie Store without paying inordinate shipping costs on the "with purchase" part. No joy, unless my helmet was a mispack.

-- Steve didn't see the filter listed in any of the box contents either, and is thinking your copy may not have been a bog-standard retail one.
