The way I see it is as follows: If you have a really good connection during game gathering, you will be given host. If your connection then lags or drops regularly during games, you will be flagged as unreliable and no longer given host. (This means legitimate players with dodgy connections will still play as normal, but their problems will not affect everyone else.) If after this you somehow manage to force the system to give you host, (ie: deliberate cheating), you will then be matched against other players doing the same.
