I think he means just the Chief and/or Covenant. If you read that Uncanny Valley article, you'll know that humans are harder to make photorealistic than things we've never seen in real life before (SPARTANs, Covenant). Besides, CGI technology has gotten much better since 2001. Final Fantasy: Spirits Within is a good example. I gotta admit, first time I saw a bit of it, it was playing on soem movie channel at my bro's house when he still lvied in Virginia. He was upstairs so I was watching his TV but I didn't knwo what the movie was. I honestly couldn't tell if it was CGI or real. I had an incling taht it was CGI just because of soem of the movements and lighting, but when it showed close-ups of teh character's faces, I really couldn't tell.
