Getting the IWHBYD skull to actually spawn is still pretty much a hit and miss adventure. It's a matter of just keeping at it until it shows up. How I did it was just playing the level through normally. I killed the last of the first wave of Jackal snipers, jumped up on the red roof ( the one with the wire going across ) and a checkpoint triggered on the roof. I went into the room where the skull was and it was there. I had trouble with the skull during several attempts because I would instantly die just after picking up the skull...I wasn't killed by an enemy, I just died and I'm not sure why. I successfully fought the Elites and finally triggered the skull only just a handful of times. Since then I grew tired of the tedious battle and employed the Envy skull so I could be in camo mode during the battle. I saved my checkpoint on a memory card and I've been using it ever since.
