The thing isn't yelling at Bungie at all, they weren't even sarcastic about Bungie's game designs. They pointed out all the things Bungie has changed to make things right. They gave clear coherent alternatives to the problems they saw in the game.
It's true, the Banshee isn't impossible to take down, but if the pilot knows which man has the rockets, they're easy to dodge, and it's extremely hard to take out a banshee unless your team is fully coordinated before he turbos away and allows his shields to recharge. I do disagree with the Beam Rifle being the only way to win on Collusus(sp). It's not hard to find and dismantle but it is the only power weapon and great teamwork skills are the only way you can get it done. Unlike Beaver Creak which has the Rockets to counter the sniper rifle. I do think this article is a bit more thought out and backed up then their Best weapons article and alot of other stuff they put out. They didn't even put the blame on Bungie for a few of the problems they had. "That's not Bungie's fault."
For the love, they don't even say "Bring back the pistol" in the eeeenntttiiirreee article!
