I did get the IWHBYD skull on my first attempt the same night you mentioned the Sgt Jones dictation. When I activated the skull it transported me to the ground like it should, and I was instantly killed, I didn't even get the time to save the checkpoint. I tried several times that night to get the skull but it wouldn't show up. Out of all the other skulls I have found, this one just doesn't want to cooperate. No, I didn't get the dictation snippet yet. I'm looking for it in other levels other the Outskirts for the time being.
