Got Swahili? (Possible Outskirts Egg?)

I was wandering around the rooftops on Outskirts a few days ago, and found an alley with a parked truck that's above the ground level and below the rooftops. It was kind of hard to find, so I figured that it must be there for a purpose, but I couldn't destroy either of the two garage doors, but the red parked van is destroyable... My thinking is, if this was just some random space left in by the developers, why would there be two garage doors in it, a parked truck, and a loudspeaker? The only thing that I could think of that made it different than the other aboveground areas in that part of the level was the loudspeaker that seemed to say random things, so I sat under it for 15 minutes, recorded everything it said, and cut out the phrases that seemed different - there might be more things it says but the music kicked in and made recording it pointless, because the background music would make it hard to understand and would sound like crap :\ Anyways, here's what I got recorded and also a picture of the area for you to get to it.
