I couldn't think of any gas or liquid that is used in a city to be piped underground that match this...Natural gas, propane and the like have a much. higher fire hazard. More closely matches a type of chloride, however the numbers are usually flipped(3,2,2)...hmmm, they wer probably looking at some kind of industrial chemical label or MSDS and saw the numbers and thought they looked good...maybe the placard on a truck carrying high pressure cylinders, or a tanker truck, or the label on a twinkie...
