The same way photocopying works - electrostatic forces!

negatively charge the paint powder, positively charge the area of the ship your painting, dust the powder onto the ship (so it sticks) then heat the surface so it melts (all you need is a vaccum enabled TOZT :)

though I would assume liquid paint would stay in a bucket if it was sticky enough - you'd have to keep it in some sort of atmosphere though, otherwise it would instantly evaporate
