Of your possible culprits... Jjaro seems most plausible. Mostly because:
1. How on earth could Durandal or Leela build ANYTHING?... they're AIs.
2. Leela was chopped up and torn apart on the Vylae network... and she's also an AI so she's out too.
3. The Halo ring artifact is thousands (if not hundreds of thousands) of years old. Taking into consideration that the game Halo takes place prior to the launching of the Marathon (IIRC), how could Durandal or Leela or Tycho or whoever from the Marathon Trilogy have anything to do with it.
Who knows... maybe the Nar are running things below the surface :P
