From a purely practical perspective, your idea makes sense and is well taken. However, let's look at it from a purely gaming perspective. There are several shooters out there (inc. scifi) that handle player "briefings" in just the way you describe. Bungie$oft might be doing this in part to distance their product with run-of-the-mill games out there, be they PC or console. It is this "aping out" that may help set apart the game from others out there.
