I know that items that have already teleported in can teleport in again if the number of items available is set higher than the initial number of items. I wouldn't be surprised if stepping on a trigger polygon would cause that to happen if it were possible (e.g. sufficient time to satisfy the availability percentage had passed) but hadn't happened already.
