SOLVED. That isolated area is reached from the final room. They did some tricksy work with polygons in there, and there is a wee space right a bit from the raised platform and up about halfway to the north wall, that will teleport you in there!
I found myself randomly teleported in there and had to try many more times to figure it out - just now in preparing my writeup for Med Lab. I figured I must have been blasted up onto the platform, but when I finally got up onto it, I found that that was not the case. That is where you return to though, after picking up a 3x recharge canister and a bunch of ammo in the secret area, which is really nice :).
