Going through old posts, and I saw this — thought I'd chime in with some helpful thoughts.
Leela's eyewitness reports were made under conditions that differed quite a bit from when you were exploring the Pfhor ship. When you were there, it was a bit more like sticking a pole up into a hornet's nest.
No idle Pfhor; every one of them responding to the threat. The threat was severe enough that it alone was adequate motivation. The Enforcers had nothing else to do but defend the ship along with everyone else.
In M2D, it is also something like you describe — the BoBs are now enemies, not potential slaves, — but probably mostly the shortcomings of the engine.
M∞ is another kettle entirely.
That is an interesting thing you notice about the M1 Enforcer weapon, though. Of course, it was probably meant to be reminiscent of weaponry that would be given to riot and crowd police.
