Sounds convincing to me. It's sort of like running into alien security guards – they wouldn't have been a threat up to that point, simply because they're not supposed to be engaging in combat alongside the real soldiers. But once you're taking the fight to them, the gloves come off, and the guards fight back.

Yes, the M1 Enforcer weapon does feel very much like a "crowd control"-type weapon. The M2/Infinity weapon, by contrast, is a bit hard to classify, and certainly feels more suited to facing individual targets than dealing with a mass of rabble.
